is going to be第二题两个都可以，意思不一样，如果是a little意思是他会说一点英语.如果是little意思是他几乎不会说英语。我觉得是这样，希望没错

1.有tomorrow 所以用be going to.
2.应根据上下文。

There is going to be a concert tomorrow.
She can speak a little/ little  English .

都可以啊..............................

A there be 表示 有，不需要再用将来时
2. She can speak                Chinese.
  a little/ little
A  can 表示能做某事，既然能做了，就应该用肯定，所以是a little

第一题，两者皆可，选is口语中较常用；第二题选little为半否定含义即她不大会说英语；选a little是可定含义即她会说一点英语
