在市邮局该如何翻译？

请教各位同仁：
“在市邮局”的“在”用介词in  还是at?
另外还有一个选择：  My  sister (       ) like cats  (       )  dogs.
            A  doesn't and
            B  don't       or
            C  doesn't or
选哪个？

在一般疑问句和否定句中相同的成分之间好像要用or，而不是and吧？
